Instructions
- Preheat the oven to 350°F (175°C).

- Gradually add the dry ingredients to the wet ingredients, alternating with the milk.

- Pour the cake batter over the mandarins, smoothing the top.
- Bake in preheated oven for 30-35 minutes or until a toothpick comes out clean.
